Creates a user. Note: If the user exists but does not have access to Jira, the operation returns a 400 status. Permissions required: Administer Jira global permission. Please note, this action is supported only by the API Token Connection.

Email AddressThe email address of the user to create.
ProductsProducts the new user has access to. To create a user without product access, leave the field empty.
