Add a comment to a BigPanda incident.

Parameters

Parameter	Description
Comment	The comment to add to the incident.
Environment ID	The ID of an environment that contains the incident(s). Can be obtained via the `Retrieve All Environments` action.
Incident ID	The ID of the incident. Can be obtained via the `SearchIncidents` action.
