# Create User

Creates a user.

**Note**: If the user exists but does not have access to Jira, the
operation returns a 400 status.

**Permissions required:** **Administer Jira** [global
permission](https://confluence.atlassian.com/x/x4dKLg).

Please note, this action is supported only by the API Token Connection.

## Parameters

  | ------------- | ---------------------------------------------------------------------------------------------------- |
  | Email Address | The email address of the user to create.                                                             |
  | Products      | Products the new user has access to. To create a user without product access, leave the field empty. |
