# Create User

Adds a user.
New users will only have minimal permissions, which is contacts-base.
A welcome email will prompt them to set a password and log in to HubSpot.

Requirements:

**STANDARD SCOPE(S)**: `settings.users.write`

**GRANULAR SCOPE(S)**: `None`

**LIMITS**: [Standard API rate limits](https://developers.hubspot.com/docs/api/usage-details#rate-limits)

## Basic Parameters

  | Email              | The created user's email.                                          |
  | Primary Team ID    | The user's primary team.                                           |
  | Role ID            | The user's role.<br />Can be obtained via the `List Roles` action. |
  | Send Welcome Email | Whether to send a welcome email.                                   |
